What is OD?

I see people talking about OD'ing on 'mones. I assumed that this meant "putting too much on so that there was no effect" and later "putting too much on so that people just ignored it because it was sufficiently out of character"

Is this correct or does it have a more traditional meaning of some sort of personal impact perhaps from self-effects?
